Silverman's job is oversight. You seem to believe that she actually runs the agency. The agency is actually run by someone appointed by Mayor Bowser. If that agency is not performing to your expectations, you need to take it up with the Mayor. It is really strange to ignore those whose job is actually to run the agency and focus your anger whose role is limited to oversight. What did you expect Silverman to do on your behalf? All she can really do is communicate with the agency, which she does.

I expected her, or someone in her office, to at the very least respond to my email. Her office didn't until it was scolded by another council member.
