Russia isn't "willing" - it is making slow gains, but at tremendous expense.

We are sending them HIMARS which can take out Russian artillery.  Russia has been losing tanks and IFVs like crazy, to the point where they have had to dig out mothballed 1960s T-62 tanks to send to the front, which will be picked off even faster.  Russia's only real advantages have been its relentless artillery, which has leveled town after town, and its use of cruise missiles against strategic inland targets.  Ukraine needs artillery with longer range than Russian artillery, and it needs air defense that can intercept missiles.[/quote]
