And let's be honest - Marshall recently had a renovation so is in the back of the line. Plus it has no room to expand but up, and that depends on the strength of the existing foundation. 
McLean is in desparate need of a renovation/expansion, and is nowhere near the front of the queue. 
But Madison is finishing up its renovation/expansion, and Langley has extra room as well. Seems like there are other options here than just expanding Marshall. [/quote]
