No, you’re just having reading comprehension issues. The teens who are charged with carjacking are being prosecuted. The adults would be charged with lesser crimes, I guess receiving stolen property and gun charges or something like that, but it’s likely they don’t have enough evidence to go forward unless the teens make a deal and testify against them, which could still happen in the future.

It seems like a lot of people have a fantasy that we’re not “tough on crime” unless everyone who is arrested is thrown in jail immediately but this is America and that’s not how it works, thank goodness. [/quote]
