I really think you should check out the book/website - Colleges that change lives

It lists a lot of smaller liberal arts schools that have these very supportive environments.  It sounds like what you are looking for. Unfortunately, most of them are expensive and not close by.

Goucher is a very supportive school. There are academic advisors and student mentors there for first-year students from orientation onward, as well as counseling and several academic support centers. And they give generous merit aid to kids with higher stats.[/quote]

A man I knew had a rough time in high school- drugs, ended up in juvenile detention, emotional challenges - and he thrived at Goucher. [/quote]
