Proposed rules (this is theory, just starting a conversation): 1) USYS and US Club tell all member leagues that each season is new. Season is from mid-Aug to early July, inclusive of playoffs/state cups, etc. Season broken into three segments: fall, spring, playoffs/state cups (which can run in parallel with or post-league season) 2) No formal offers or promises to be offered a spot for the current season can be made to any player (existing or new) until Aug 1. This also includes no deposits / payments until after formal offer on Aug 1 or later. 3) Teams found in violation will be relegated down one division for first offense, and banned for one year for second violation, along with coach. Clubs with multiple teams w/ multiple violations, lose right to participate in any member leagues for 2 years. 4) No league or association restrictions on players practicing / going to camps with other teams. I.e. the associations and leagues are about games/competition, not practices. How and when teams/clubs go about identifying and selecting players is their business, but no actual offers, pressuring to commit, and/or demanding of monies can be made until Aug 1. 5) Player transfers. Allowed at mid-season (Dec/Jan) only with no restrictions. Transferring player may have to forfeit obliged payments as promised to current club. During fall or spring, not allowed. Post season competition, not allowed (no stacking the teams) unless moving up from lower team to higher team with same club and younger to older w/n same club. 6) Non-league tournaments. Up to tournament organizer how they'd like to restrict guest players (or not). No league or association interference.
How absurd. Players should be allowed to move, and clubs to offer spots, whenever they want. That maximizes the benefit to the players. Any rules restricting this are rules designed to help clubs (and the poorer the club, the more help it is getting) by limiting competition. Imagine if we replace clubs in your economically-illiterate screed with internet providers, or supermarkets. "Oh no sir - you're a Giant customer right now. Yes Sir, I realize that Giant has started sellling rotten fruit, but even so you can only switch to Harris Teeter between August 1st and Agust 15th, and today is August 16th."
I don't know that we need a ton of rules, but it is absolutely valid to consider requiring tryouts to start at a later time. Starting in April is ridiculous and disrupts most of the spring season. If we're trying to do what's best for the kids here (which I'm sure you have in mind at the top of your list!), this mad rush to grab players earlier and earlier every season ain't it.
I see it get earlier each year. Our first born started travel 9 years ago. It is also challenging for kids to deal with weeknight tryouts/attending practices at other clubs while keeping a commitment to their current team. I don’t like that now it starts in early April for some teams. The stress and uncertainty it adds to current players colors spring season too. I would welcome a set date, after Memorial Day or no earlier than the week prior.
