The best process I have seen is the one described here where the club makes all external offers first and waits for answers. Then, when it knows exactly which external players have accepted it makes its internal offers. That way no kid on the roster goes through the situation of not getting an offer when the rest of their teammates get one, only to get one later when an external candidate turns the offer down - thus discovering for certain that they are the worst kid on the roster :-).[/quote]
