I’m sorry, are you seriously implying that the poor struggling population of FRIENDSHIP HEIGHTS has no access to the DMV and therefore can’t get an ID and get vaccinated?? The Friendship Heights that is 76% white and has a median HHI of $103K? Man the struggles they must face. 🙄[/quote

Nope, not at all. I gave you an example because it's one I'm familiar with. Too bad you let that distract you from even attempting to answer the question. So: try this again. I'll even let you pick the neighborhood of your choice. I'll add, too, that you really have no idea who lives in  some of the apartments in Friendship Heights on limited and/ or fixed incomes.
