Steps like closing DMVs in black and hispanic neighborhoods so people there have to travel farther and take more time off work to get an ID. Then reducing funding for public transit so it takes even longer to get to the DMVs in white neighborhoods. Then reducing the hours of those DMVs so that people who live in those further away neighborhoods have to take time off work to get their IDs. Then blocking laws that require paid leave so that poor people can't afford to take enough time off to ride the crippled public transit to the further away white neighborhood to get their IDs during the reduced service hours. Then raising fees for IDs so even if they manage to get the time off and make it to the DMVs in the white neighborhoods on the crippled public transit during the reduced service hours a number of them decide they'd rather keep the money for necessities and not vote.
