Here's an example: Imagine 35% of parents want distance learning only, 31% want hybrid, and 32% want full in-person. You can frame it as "the option which got the most votes, distance learning" wins--this is the plurality. But if you look at it another way, 63%, or a majority, of parents in this example wanted something else--in this case at least some portion of in-person. [/quote]
