I have actually spoken to a few Police Officers at 2D about the counselor/Social Worker situation. It is true that there are a handful of counselors on the pay roll, however, they are counselors for the officers and are not 'Patrol' counselors. They claim that DC as a city made the decision years ago to separate Behavioral and Human Services from MPD. When you dial 911 a police officer will be sent to ALL calls. This is because 99 percent of the time, the person on the phone cannot assess the volatility of the situation. Therefore a uniformed police officer or detective on rare occasion (not uniformed) will be the 'first contact'. Once contact is made and an assessment is made MPD will attempt to have the contacted individual contact city services themselves, in front of the officers. If the person is a danger to themselves or anybody else and they do not want to call city services, the officers will apprehend them under a danger to self/others writ and transport them to city services. Drugs add another element of uncertainty because a person who is high and very compliant, may agree to contact city services and agree to EMS transportation there, however, they often time 'come down' during transport and a non violent transport turns into a very dangerous transportation and EMS has to call the police once again. Because of that, often time a uniformed police office will accompany the transportation from the beginning if drugs are involved. If a Police officer responds to a homeless person in a bus stop for example, the police will ask when the last time the person saw a doctor, if they have medications, when they last had a refill, when they last contacted a loved one etc. If there are issues beyond the capacity of the officers, they contact city Behavioral Services, who will most of the time insist that the officers remain present through the end of the assessment and transportation of the individual.
