I would definitely be more careful if I were in GA or FL. It's about the numbers, yes, but it's also about leadership. I feel like DC has been relatively conservative in its approach to opening things up (we'll see if that continues with the school announcement this week), and while things have ticked up a bit recently, that makes me feel more comfortable when I do go out. I wear a mask, but I go to the grocery store and I took my daughter to a museum in recent weeks. We have had a handful of socially distanced, small gatherings with friends in backyards, but we wait 10-14 days before the next one to see if anyone gets sick. We're really limited in the families we do this with, just two families who we know are being as careful as we are. But DC has a mask order, many businesses are still closed, and it tracks and publicizes the Covid numbers daily. Plus the contact tracing program is looking pretty good (not perfect, but decent). If I were in a place where the government had been slow to institute mask wearing (or actively fought against it, as in many places) and where I didn't trust the government to track or report Covid numbers reliably, I wouldn't go anywhere or do anything. I definitely wouldn't send my kid to school -- I wouldn't trust the government to do anything to protect kids or teachers or other workers. This is why preventative measures at the government level are good. They build accountability and trust, which makes reopening the economy and actual possibility. I'd be living in a state of constant fear if I were in one of the hotspots where the governors and local governments have proven themselves so untrustworthy.
