Yes, but there has to be an actual law that is broken.  Someone feeling threatened does not mean a crime has occurred.

Md. Crim. Code 3-1001 has a provision that arguably would apply, but it seems to need more than five people to be threatened.  There may be a similar provision where that wouldn't be needed.

But, even ignoring the five people requirement, I'm not sure that what occurred would violate it.  And it would certainly be a very difficult criminal case to bring given the burden of proof.  https://codes.findlaw.com/md/criminal-law/md-code-crim-law-sect-3-1001.html
