Of course, developers need their “special exceptions” to avoid having to comply with zoning requirements in their new projects.  These are by definition a contested process where the agencies have to weigh adverse impacts.  But if they can push through projects during a crisis via a truncated process from which the public is effectively cut out , what’s for a bought mayors, her crony friends, and the developers’ lobby not to like?[/quote]
