On a larger point, I don’t know why I should be required to make up for bad mistakes made by people in other states that are too lazy to spay/fix their dogs and/or care for the pups their dogs create.  I would 100% support a law requiring those owners to be responsible for their dogs and I would 100% also donate money to fix those dogs for free.
