I grew up in NY and we had nothing like this either, but I think it was more common in the south.

Absolutely.  I graduated from HS in GA in 1985.  Plenty of kids were paddled, mostly boys (caused more disturbances) but plenty of girls.  Three whacks was the max you could get, but often the smaller female teachers would send one of us to go get the Principal (former football coach) or current football coach.  To make it hurt more.
