[/quote] We had a discussion here about them. QA was fine. QB limits the county's ability to raise taxes, even in an emergency, which isn't good. QC is horrible because it allows council members to have more than one appointed (non-merit based) employees. It got the least votes for it out of the three but it was still voted for.[/quote] Merit-based hiring isn't everything. I work for a federal agency that is mostly merit-based but the top folks have confidential assistants who are their own selections, not merit-based. I have not seen any real difference between the two and I work with all of them on a frequent basis. I voted in favor of the amendment.[/quote]
