Consistency is important in elections. Some voters are flagged as needing to show ID and others aren't. The poll worker should follow procedure exactly to ensure fairness for all. (My father is an election judge in MoCo). As for why they don't require ID in all cases, that would disenfranchise voters. For example, there are a number of Amish living in MD and they are against photos, so they are unlikely to have photo ID.
