Do not take any more of this guy's phone calls directly - force him to leave a voice mail or talk to you in person. Have your cell phone ready to record discreetly. And consult an employment lawyer just in case you need one. I would think that, if you followed company protocol and HR signed off on the process and promotion, you'd have a hell of a case on your side for suing the shit out of them should they dismiss you.
