This is the best advice here.  Since you have hr people who don’t know what they are doing, the trick is to make it sufficiently formal that they understand they need to run it by their legal counsel.  Also include reference to your previous complaints and how they haven’t successes in making the man change his behavior.  You could even say something like “If you are not the correct person to handle an official complaint of sexual harassment, please give me the contact information for the company’s general counsel so I can reach out to him or her to discuss this issue.”  That usually gets their attention.[/quote]
