The NRA is bound by campaign finance law. PACs can ONLY donate ~10,000 to candidates. Same with the NEA. However, both of these groups can and do engage in "outside spending," or making ad buys supporting the candidate. Comstock isn't the #1 beneficiary of NRA support in this respect, but did receive $62K in supportive spending in 2016.
