See how it was carefully drawn to include all of Clifton (more conservative) and a more conservative area of Centreville, but excludes more densely packed, Democratic-leaning Centreville precincts? Includes Oakton (R-leaning) but circles around Herndon (D) and Reston (D) That's why it is so strangely shaped. [/quote]
