The numbers in the paper seem legit- interesting the estimated numbers of anchor babies. Note 1 anchor baby gets people on subsidized housing lists. Here's a case in San Francisco where an illegal immigrant [prior DUI and order for removal] had a vehicle stolen, reported the theft, then sued because a cop reported him to ICE.
