They do not need to prove that they are under a doctor's care/taking hormones etc. And while I think it is HIGHLY unlikely that a boy is going to pretend to be transgendered just to sneak into the girls' restroom, I can easily see how a confused, mentally unstable teen might think they are transgendered (since there is so much attention/publicity about it now) when they probably really aren't.
