Incentives, disincentives, and competition are clearly part of NCLB and they don't work very well when the "manager" of them is faceless and clueless. All kinds of weird things happen. You have to see it to believe it. Obviously you haven't seen it. You can't say that teachers have power and then give them a whole lot of standards and a test designed outside of their system. You can't say they can do this or that and then tell them that if they don't do x or y they could lose their jobs. Very mixed signals. It doesn't work. [/quote]
