I am guessing that it either was not noticed or was not viewed as a problem (hard to say -- I don't know how much of a stickler they are about the timing of petitions especially for the last gymnast who has less time).

But I'm sure the Romanian team was understandably upset and was poring over the results and someone noticed the time and decided to raise it. I don't blame them for raising it but I also think this resolution sucks.

I actually just think it's dumb that the last gymnast to go would only have one minute to lodge a petition. If they are worried about having to wait too long to determine final scores they could make the rule be that the judges check in with the last gymnast 60 seconds after she completed her routine to ask if there is a petition and if her coach says no the scores are final and if they say yes they have to produce the petition immediately. Like just be human about it. The current rule relies on the ability of a coach to literally bolt over to the judge's table in 60 seconds. That's stupid. And none of the other gymnasts have to deal with that since they all have 4 minutes to lodge a petition.[/quote]
