Bad pet owners are unlikely to realize that they are bad pet owners and learn to be good pet owners. They'll continue to be bad pet owners and will blame all the problems on the victims (in this case, OP). It was bad before, but since the pandemic, there has been a huge increase in the number of bad pet owners. People who shouldn't own pets had previously not owned pets, but a lot more of the got pets over the pandemic "for companionship" and it's exacerbated the problems.
