Lots of people come in contact with passengers from flights and not just other passengers. There are people that work in customs area, wheelchair pushers, various airline employees. And at Dulles, depending on the time of the day, there can be 5 or 6 flights all coming in at the same time and all standing together in the passport control lines together for sometimes a long time.
