Even someone that fancies himself a criminal genius has dum slip ups (like Brendan banfield). What LE does is track down all these potential leads hoping they catch the slip up. Dumb criminals might have a lot of slip ups. On your theory, they basically would never catch anyone, if you just assume that the criminal has done everything in the smartest way.
