Each agency has its own jurisdiction.

Local police will investigate for a murder or kidnapping for the 1st 24 hours.

FBI does not investigate a local murder or breaking and entering but will investigate a kidnapping 24 hours after the kidnapping but focuses on going across state lines not local.
