Like this: is the student able to 1. acquire and use accurately grade-appropriate general academic and domain-specific words and phrases 2. gather vocabulary knowledge when considering a word or phrase important to comprehension or expression or is the student not able to do so? And for the person who is concerned that this particular standard does not define "grade-appropriate" -- fear not! This is not the only literacy standard, nor is it the only English/Language arts standard, for seventh grade. There are other standards that address the definition of grade-appropriateness.
