He hasn't applied for any state or federal program because he has absolutely no legal documentation whatsoever. He lives completely in the shadows. He doesn't even have a driver's license. I do know from our conversations that he's not married and has no family other than an adult daughter who he's not responsible for. I don't know if she lives here or his home country. I don't even know his last name. I know he doesn't have health insurance because he was sick once and told me he didn't and that he couldn't get it. He did say, though, that someone helped him be seen by a doctor and get taken care of. He has a community of people to turn to for sure.
