The sentencing memo doesn't say that they are not charging him with more serious crimes because of his cooperation. It says that his cooperation warrants a downward departure from the sentencing guidelines for what he was charged with.
And, how many were charged as a result? This was just whitewash.
Whitewash? What? He was offered a Cooperation Agreement, which are agreements that are offered to criminals. He accepted, since he's a criminal, but he didn't really provide much help to the government. Nonetheless, they weren't going to argue for an increased sentence. Up until he went full Sidney Powell.
No. The whole thing was based on a false attack. Russian Collusion. Catching him in a lie (which the FBI originally said was not a lite) was the only thing they had on him. But, that would have looked silly--especially after they got him fired. Cooperation was an excuse to act like they were being altruistic. The people on the Mueller team should be investigated. It appears they withheld exculpatory materials from Flynn. That is illegal.
"Russian Collusion" was not a false attack. Mueller could not come to a conclusion, but he couldn't rule it out. So, it's not false.
