No one can explain this.  Your AART is probably as baffled as everyone else is.  Your kid looks like a shoo-in on paper.  I would appeal with a letter, work samples, and whatever else you can find, and then hope that a new panel of reviewers will fix the mistake of the previous panel.  All areas on the CogAT were strong, and a composite of 142 is in the 99th percentile[b] locally.[/b].  GBRS looks strong, too.  I'd set up a meeting with the AART to ask for advice on appealing.
