Yes, it would seem that way (just filling vacant spots).  Not sure about how they run things (we are not in BRYC) but I do know that there are two teams of U10B  (which I believe are elite?) and that the blue/white teams seem to be run out of the Rec side.  Take what I say with a grain of salt - I am sure there are others on this forum much more well-versed in BRYC.[/quote]
