A discharged vet wouldn't necessarily have access to high grade explosives but might know how to build an IED. They have training on how they're made. The Saudi guy who was tackled and questioned at the hospital has been cleared by the FBI. He was just the wrong color person in the wrong place at the wrong time. Breathing while Arab, so to speak.
