So you did paraphrase. That doesn’t say they are participating in a work stoppage. It simply says they are affected by being beat down by politicians.

The number of officers is down, but not by two thirds. They are doing far, far less work, and blaming "the rhetoric". That is a work stoppage. You may think it is a justified work stoppage, but they are refusing to do their jobs. I think the notion that we should spend more money on people who refuse to work is hilarious. But don't worry, the Council is eating it up.
