I think the person just meant "in the age to be in public schools" and spoke imprecisely.[/quote] Although, as I understand it, the OSSE language is a recommendation, while the DCPS language is a rule. Suggesting that daycares can also take it as a recommendation. Correct me if I'm wrong.[/quote]
