No idea.  I'm pretty sure that DOH has just forgotten about the policy and doesn't care because, in practical terms, it only applies to 5-11 year old public school students.[/quote]

Although, as I understand it, the OSSE language is a recommendation, while the DCPS language is a rule.  Suggesting that daycares can also take it as a recommendation.
