I hope your interpretation is correct! The other guidance came from OSSE though and they don't appear to have adjusted it, so who wins out in this situation?

It is not mentioned anywhere in the most recent update from DCPS. It may still exist in a manual somewhere but I am going to take this to mean that even if the rule exists, it will not be enforced.

That's when mandatory school tends to start. Younger than that and we're generally talking daycare, nursery school etc which are private entities and can make up any rules they want.

Not all DC daycares follow the OSSE guidelines. We’ve traveled multiple times out of the DMV and sent our kid to daycare the day we got back. And no we didn’t hide our travels from the daycare.
The OSSE guidelines for child care use 2 different words: should and must. Should means, not mandatory, must means mandatory. The guidelines in regard to travel use the word must. If you’re good with your center not following licensing rules, cool.
