Title I has been with us for many, many years. Since the 1960's. But, since the feds are withholding funds due to the transgender issue, I guess we don't need it anymore. However, the legal fees have certainly escalated unless they are getting it pro bono. The Virginia Literacy Act: I would assume that somewhere i the organization there has been someone in charge of reading instruction. If there hasn't been, we are worse off than I thought. That would be the job of the person in charge to ensure that teachers have what they need-to include training. It takes a "plan"--not many people at Gatehouse with big dollar salaries.
