I heard the change was necessary to counter the many affluent students who had gained access to the test through elite prep.[/quote] You heard wrong. hearings and testimony make it clear that the desire to achieve racial diversity was the driving force behind the changes You are allowed to explicitly select for poverty, they didn't need to eliminate the merit filter to do that. You are allowed to select based on geography, they didn't need to eliminate the merit filter to do that. But you are not allowed to select for race and the only way to achieve the racial diversity they desired was to eliminate the merit filter.[/quote]
