For the people standing in the back, such as yourself, multi-generational trauma caused by the United States gov't, atrocities, war crimes committed by the govt against the African American community has contributed to this factor.

The government has failed to apologize for its atrocities, nor has it paid reparations to African Americans.

This issue is systemic and is what happens when the govt stole a people from their land, enslaved them for 400 years, had Jim Crow, periods of lynching, mass incarceration, no civil rights and voting before 1965, science experiments on poor African Americans, under-resourced schools, etc.

Armed assault, robbery, and the threat of murder, among other crimes, are not to be tolerated, or excused, put under euphemisms like “unauthorized use of vehicle”.  
If they are treated as the crimes they are, and consistently, they would stop immediately, because these youths are neither “desperate”, nor “trying to survive”.  [/quote]
