Has MPD lost trust?  MPD is not known for being abusive or for unauthorized use of force - the main complaint about MPD is lack of enforcement, lack of arrests, and subsequent-to-MPD lack of prosecution.

Speaking of loss of trust generally isn't helpful when we're talking of specific police departments.  [/quote]
