Most violent crime in DC, over 90%, is committed by persons who have committed prior crimes. Letting them out onto our streets sooner and in greater numbers, means 1) they are on the streets to commit crimes, 2) They are also less afraid of penalties when caught. That per se makes the city more dangerous for both residents and tourists, and creates more innocents victims among the >90% of people who war law abiding.[/quote]
