Do Todd should be required to perform blood tests on any woman who is miscarrying to detect if she's used drugs, alcohol, or nicotine so she can be prosecuted for murder if positive.

They should also be required to report all miscarriages for further investigation.  If she's previously expressed regret over being pregnant, she can be prosecuted.

Pharmacists should report any woman who fills a prescription for misoprostol.

These can all go into a database for cross referencing a data mining.  If a woman is more likely to be in a situation where she's more likely to want an abortion .. ie. Multiple children already, poor, student, teenager... that can be used to determine who should be investigated further.
