So all that being said, do you think the rates are "artificially low" since they are just doing so many tests? Just curious, though i am still hopeful that this is positive news.

I think New Yorkers take the mitigation strategies seriously.  That's all this is... it's not as complex as people make it out to be.  Vaccines and therapeutics sure but disease control is all about distance to keep from spreading.[/quote]
