I think New Yorkers take the mitigation strategies seriously. That's all this is... it's not as complex as people make it out to be. Vaccines and therapeutics sure but disease control is all about distance to keep from spreading.

As a new Yorker, I can confirm this. We are being very very careful. Our Mayor (Deblasio) and governor (Cuomo) have been taking this extremely seriously and are in zero hurry to reopen things. Seeing the numbers drop so low makes it feel worth it, even though it's not pleasant

Are you mixing up NYC with somewhere else? We are certainly not fully back up and running, and it seems that the reopening process will be very gradual and cautious.
I don't know of a single restaurant that's allowing indoor seating....

Gyms are still closed.

There is a mandatory 14 day quarantine period if coming from 25 states (not sure if it's enforced though)

Cuomo is also not allowing social gatherings at full capacity

+1 Was just there this last weekend for college drop off. Their numbers are very low, but lots of things still closed. Still, I did see some signs that the city is starting to come back to life, although slowly.
