Yet, as recently as 2018, I was regularly taking kids to lunch or dinner on the weekends at that location. I knew that drug dealers were around, but also that people minding their own business were generally safe. Because of the crime policies we’ve since enacted, everyone has a target on their back in the neighborhood. [/quote]

You can feel that way, but most of us do not feel like we have targets on our back.
