So, I follow this show too closely, but this map posted by the show indicates that Chicago is rebel held. The cease fire was widely publicized so humanitarian groups could go in. The bombing was reprehensible, but should be expected in this sort of situation.

In the meeting it was agreed that they would bomb the hell out of the fronts in advance of the ceasefire. I really don’t know why the humanitarian groups  felt safe going in at any point, though. It would be very Gilead to lure them in with a false ceasefire and then ambush them.[/quote]
