Non-citizens are eligible for IDs. So that doesn't solve the issue.

Neither of my parents had passports. Most of my relatives outside of my immediate family do not have passports.

Why don’t your parents get a passport? If they don’t get one, why do you assume they would get a national ID card? What documentation would the ID card provide that a passport wouldn’t? I’m in favor of ID to vote, are you?[/quote]
